Brief Biography


Frangiskos V. Topalis holds a M.Sc. Degree in mechanical and electrical engineering (1979) and a Ph.D. Degree in engineering (1990). He worked as design engineer of electrical installations and as maintenance engineer of a greek industry. Later he joined the National Technical University of Athens where he is currently professor of lighting. He is the head of the lighting laboratory. He teaches the courses of lighting, rational use of energy in electrical installations, quality assurance and high voltage systems. He has coordinated 31 projects and participated in other 17, funded by various private companies, the European Union and the public sector. Some of the subjects of these projects are: 1) Design of lighting installations, 2) Lighting control systems, 3) Energy saving in lighting installations, 4) Utilization of daylight for energy saving, 5) Solar photovoltaic systems for street lighting, 6) Lighting measurements on roads and tunnels, 7) Human vision at street lighting levels), 8) Discharge lamps for outdoor lighting, 9) Energy audits of wind farms, small hydroelectric plants, photovoltaic systems, passive solar systems, cogeneration installations, biomass systems and energy saving installations, 10) Quality assurance of equipment for lighting installations, 11) Design of lighting products for manufacturers of lighting equipment, 12) Monitoring of environment and atmosphere pollution, 13) Feasibility studies for quality assurance laboratories and technological parks, 14) Development of new departments in Central European countries for the education in energy, manufacturing metrology and industrial engineering. Some of the projects on lighting that he has coordinated are: 1) Intelligent Lighting Control system with Imaging Sensor for optimum daylight exploitation and energy saving (ILCIS), 2) Design of aeronautical light signal of low luminous intensity, 3) Lighting of the football stadium of PAE Panaitolikos, 4) Design of luminaire for solar photovoltaic system for street lighting, 5) Energy saving in the lighting system of the Hospital Helena Venizelou, 6) Energy saving in Municipality of Voula, Greece, 7) Energy saving in lighting in Lycee Leonin, Athens, Greece, 8) Lighting measurements and proposal for rational use of energy and optimization of maintenance in tunnels and roads of Egnatia Odos, Greece, 9) Intelligent lighting control system for optimum daylight exploitation and energy saving, 10) System of automatic adjustment of artificial lighting for the optimized utilization of daylight, 11) Design of luminaire for solar photovoltaic system for street lighting, 12) Design of a light signal of low luminous intensity, 13) Quality assurance services to manufacturers of equipment of lighting installations, 14) Strategies for development and diffusion of energy efficient distribution transformers, 15) Energy audits in wind farms, small hydroelectric plants, photovoltaic systems, passive solar systems, cogeneration installations, biomass systems and energy saving installations. He has published 56 papers in international journals, 8 papers in technical brochures and 105 papers in conference proceedings. He is also author of 7 books on lighting and electrical measurements.
